FARMD Webinar Series: Uganda Risk Assessment Study by the Platform for Agricultural Risk Management

About the Webinar

The Platform for Agricultural Risk Management (PARM) is working in strategic partnership with NEPAD/CAADP to mainstream risk management policies and tools into the agricultural investment plans of 9 African countries. A rigorous risk assessment study by experts involving the Government and stakeholders is a main input for this process. The Risk Assessment Study on Uganda is was launched on the 28th of October in Kampala on the occasion of the Commemoration of the African Day on Food and Nutrition Security. This webinar presented the methodology and results of this study and gave the opportunity to discuss the main findings with the authors. 

The purpose of the study is to gather available quantitative information on agricultural risks in Uganda and their incidence on producers. The study develops a scoring method to quantify the severity and frequency of these risks to facilitate the prioritization in risk management decisions. Among the risk priorities identified in this exercises, price fluctuations, pest and diseases, and post-harvest losses were ranked highest in the scoring. The following questions are proposed for the discussion: Are these results of the study in line with risk perceptions on Uganda? How do the results from Uganda compare to findings from other countries? How can the results of such a study be used for identifying policy and investment priorities? How can the methodology be improved and adapted for similar studies in other countries?

About the Speakers

Jan Kerer 

Risk Management Expert

Jan Kerer is a risk management expert with more than 12 years experience in rural and agricultural development in Africa and Asia. He has been working for GIZ for 9 years as advisor and, then, project director in Indonesia, Nepal, and China. Since 2011, Mr Kerer works as consultant and is currently based in Switzerland.

Mr Kerer has extensive experience in carrying out policy analysis and providing advice on improved risk management strategies for Ministries and Regulatory Authorities, for example in Kenya and Uganda. He has carried out feasibility studies on agricultural risk management and has assisted in the establishment of both public and private sector driven initiatives on agricultural finance and insurance in Sub-Saharan Africa, Asia, and the Pacific. Mr Kerer has been involved with the establishment of the Platform for Agricultural Risk Management (PARM) in 2013 and has supported their field work in Uganda since early 2015.

Prior to his engagement in international development, Mr Kerer worked as a management and corporate finance consultant in Germany. He holds an MBA from Vienna University of Economics and Business.

Jesús Antón 

Senior Programme Manager of the Platform for Agricultural Risk Management (PARM)

Jesús Antón is Senior Programme Manager of the Platform for Agricultural Risk Management (PARM). This G8/G20 initiative hosted by the International Fund for Agricultural Development (IFAD) promotes risk assessment and risk management policies in nine African countries. Before IFAD and until August 2014, he worked as Senior Economist in the Trade and Agriculture Directorate of the Organization for Economic Cooperation and Development (OECD). He has also been advisor in the Spanish Ministry of Agriculture (2005-07).

He holds a PhD in Economics (UAM, Madrid), an MSc in Economics (London School of Economics) and a Master from College d’Europe (Belgium). He has lectured on economics and agricultural policy in Universities such as UCM, ICADE, ESSEC and CIHEAM. He has published in OECD and academic journals on topics related with modeling and evaluation of agricultural policies, international trade and WTO, decoupling, common agricultural policy, risk management, insurance, food security and climate change.

Herbert Talwana

Professor of Applied Entomology and Nematology, Makerere University, Uganda

Herbert Talwana holds a PhD (Applied Biological Sciences) from the Catholic University Leuven, Belgium. He has variously worked as a biological efficacy evaluator of agrochemicals, an organic crop production systems specialist, an agricultural management advisor and an agricultural sanitary and phytosanitary Inspector. Therefore, he has practical experience working in the Ugandan Agricultural Research, Training and Development sub-sectors, and the working knowledge of agricultural systems in Burundi, Democratic Republic of Congo, Kenya, Rwanda, and Tanzania.

 

 

Charles Mukama 

Ministry of Agriculture, Animal Industry and Fisheries, Uganda
Senior Veterinary Inspector in charge of SPS notifications

Dr. Mukama is the focal point for Agriculture Risk Management at the Ministry of Agriculture, Animal Industry and Fisheries in Uganda. Charles took part of the organisation of the validation workshop and facilitated the prioritization of risks during the workshop. He has now been appointed the CAADP Focal Point and he is our focal point for PARM's process in Uganda. Dr. Mukama holds a Master in Agribusiness Management, a Master (Specialized Course) in Environmental Economics and Policy, and a  Bachelor in Veterinary Medicine.
