There is a growing consensus among development community that the risk insurance can provide an effective risk management tool for mitigating the impacts of climatic and non-climatic disasters. Several risk insurance initiatives have been implemented at grassroots level for reducing the vulnerability of communities to disasters in most of the countries in Asia and the Pacific over the years.

Turn Down the Heat: Why a 4°C Warmer World Must be Avoided

This report provides a snapshot of recent scientific literature and new analyses of likely impacts and risks that would be associated with a 4° Celsius warming within this century. It is a rigorous attempt to outline a range of risks, focusing on developing countries and especially the poor. A 4°C world would be one of unprecedented heat waves, severe drought, and major floods in many regions, with serious impacts on ecosystems and associated services. But with action, a 4°C world can be avoided and we can likely hold warming below 2°C.

The mission of the Center for Insurance and Risk Management (CIRM) at the Institute for Financial Management Research (IFMR) is to improve knowledge on risk-mitigating mechanisms through:

    * Designing innovative insurance products
    * Conducting risk analytics and pricing
    * Undertaking rigorous research
    * Conducting training for Insurance Companies, Governments, Reinsurers and Microfinance Institutions
    * Information dissemination
 
CIRM adopts a step-wise approach to achieve its objectives.
    * Pilot products across the country that provide on-the-ground data to fine-tune the end product offered
    * Implement cost effective, financially viable products that have an on the socio-economic welfare of affected households and evaluate techniques that help bundle other financial products within the final product offered.
 
The strategy of delivering the product and linking various services to it can differ from place to place. Based on the success or learnings from these pilots, CIRM hopes to upscale these projects to different geographies with necessary product customization . The centre collaborates with Insurers, Re-insurers, Research Institutes, Community Based Financial Institutions and the Regulator to develop insurance programmes that build an enabling environment in the country to ensure outreach and efficient delivery.
