Any decision-making by policymakers on HPAI prevention
and control is challenged by the need to avoid adverse
impacts on the poor and low efficacy in case households are
unable or unwilling to comply with selected measures. In this
paper we explore incentives and investment decisions of
smallholders towards adopting HPAI prevention and control
measures by looking at factors that shape their decisions.

It summarizes network mapping exercises held to identify the different actors involved in the poultry value chain, and to understand their roles, linkages, and influence in communicating disease risk information.

In all of these countries, network maps (or Net-Maps) of information flows relating to avian influenza were prepared indicating the actors involved, their different kinds of linkages, and the influence that these actors have on making sure that the information about suspected outbreaks on the farm or market level reaches the national authorities and that an appropriate and timely response is implemented.

Most rural households in East Asia derive the bulk of their subsistence income from cropping, but poultry are also very important. They provide a source of protein, and constitute and investment with a very high return. Chicken ownership is common in Viet Nam, with 70% of all households keeping chickens in flocks of 16 birds on average. The article describes the financial returns that make backyard poultry farming so important to Vietnamese livelihoods and explains why an HPAI-related cessation of the practice would be devastating.
